Mr. Simmons is Governor Herbert’s Energy Advisor, and the Executive Director of the Utah Governor’s Office of Energy Development. He is responsible for the implementation of the Governor’s Energy Plan, State Energy Policy and related legislation to advance responsible energy development. He leads a small, technical staff in advancing lasting investment in Utah’s energy infrastructure, technology and workforce. He also develops state comments, legal arguments and strategies to address a variety of energy issues and proposed federal actions. Before joining OED, Rob was the Associate Director of the Utah Technology Outreach & Innovation Energy Program where he provided legal, policy and business support for the University of Utah’s advanced energy programs, including carbon capture and sequestration. Prior to USTAR, Rob was the Vice President of the Park City Center for Public Policy, where he developed policy programs in energy, healthcare, education and environmental management, including extensive work on utilizing integrated resource planning to address the carbon intensity of utility generation portfolios.
Rob earned a bachelor’s degree and a law degree from the University of Utah, where he received CALI award for his work on market-based approaches to reducing carbon emissions. Rob has also served as a Next Generation Fellow for the American Assembly at Columbia University.
